You can mix and match colours and sizes and hang them from the ceiling using clear wire or ribbon.They are a great way of making an impact with minimum cost. I recently made a tissue pom pom hanging mobile for a babies room which I will blog about later.Let's start with the basics first!
What you need:
Coloured Tissue Paper
Floral/Garden Wire
Scissors
Fishing Wire or Ribbon
Instructions to make for a Large sized pom pom
1) Lay out 16 pieces of 50 x 75cm colored tissue paper in a stack.
2) Make 1 1/2 to 2 inch folds all the way along creasing each fold accordian style.
3) Make a circular hook with the shape of a pen and then tie the wire around the centre of the the tissue paper to secure it in place.
4) With a sharp scissors trim the ends of the tissue paper into either a semi circle petal shape or a pointed shape.
6) Once your pom is fully fluffed out hang with fishing wire or ribbon using the hook you made earlier to attach to pom.
*To make a medium size pom pom use 10 sheets of paper, size 50 x 38cm (half the size of the large ones)

Here are the pictures I promised of the tissue pom pom baby mobile that I made using tissue paper and clear wire and an embroidery hoop from hickeys.
Very simple to put together once you have the pom poms made up. I made two different sized pom poms to make this mobile and four different colours, you can mix it up what ever way you like. I hung a mixture of the large and small pom pom sized pom poms on three different pieces of clear fishing wire hanging from the embroidery hoop.
If you had more time you could also paint the embroidery hoop white or another colour of your choice. Babies absolutely love these, the big bright bursts of colour hanging over there cot-how could they not!
